- Cities and counties under 50,000The 26 April 2028 date
- Water, sewer and sanitationSpecial purpose districts
- Fire and emergency districtsSpecial purpose districts
- Library, park and cemeterySpecial purpose districts
- Irrigation, hospital and othersEvery district is covered
What the DOJ rule actually requires
Four things, in plain words. Everything we build and every report we write is shaped around them.
-
WCAG 2.1 AA, web and apps
The standard named in the rule, for your website and any mobile app.
-
Every district is covered
Whatever its size or budget. There is no small entity exemption.
-
Old documents mostly exempt
Unless they are still used to apply for or receive a service.
-
New agendas and minutes
Anything posted from the deadline must be accessible. We train your clerk, in writing.
Based on the DOJ web and mobile app rule of 24 April 2024, with the compliance dates extended by the interim final rule of 20 April 2026 (91 Fed. Reg. 20902).
Patching an old site usually costs more
Most civic sites we open are ten years old and throw over a thousand errors on the first automated check. Here is what each road really looks like.
Patch the old website
- Thousands of errors fixed one by one, billed by the hour
- The old theme and plugins bring the same errors back
- Still an old looking site your residents struggle with
- No clean evidence trail for your file
Rebuild on an accessible theme
- Passes the audit the first time, because it starts compliant
- Fixed price, known before you raise the PO
- A modern site your clerk can actually update
- Written audit report, ready for your file
- 39,555Special districts in the United States, and every one is covered
- 26 April 2028The deadline for most of them
- One-time priceNo subscription, and you own the site
Every done-for-you build includes all of this
- Fresh design on our own accessible theme, built for WCAG from the first line
- Hosting in your name, in the US, and the domain stays yours
- Civic pages: board, meetings, notices, documents and services
- ADA notice, grievance procedure and an Accessibility Statement
- Accessible forms and a meeting calendar, using Ananyoo Accessible Forms
- Florida 189.069 and California SB 929 page sets where they apply
- Tested with JAWS, NVDA and VoiceOver by people, not only scanners
- A clerk guide to accessible agendas and minutes, in writing

How to pay
Card online, ACH, check or a purchase order, after the scope is agreed in writing. Hosting and the domain stay in your name, and Form W-8BEN-E comes with the invoice for your vendor file.
Five steps, and only two of them need you
- Readiness scanA one page written summary of where your site stands today, at no cost.
- Written quoteReady to drop straight into your board packet.
- PO or paymentPlus the hosting login and your content. Nothing else from you.
- Build and launchTested with JAWS, NVDA and VoiceOver, not only automated tools.
- Care planOptional, and it keeps the site accessible every year.
About three weeks to launch for a 10 page site, after we receive your content.
Tested with screen readers, not only automated tools
An automated scanner only sees about a third of what is actually broken. We test the rest by hand, with the same screen readers your residents use, and the report says exactly what was checked.

The five questions we are always asked
Our district is tiny. Does the rule really apply?
Yes. All state and local governments and all special purpose districts are covered, whatever their size or budget. Special districts of every size have until 26 April 2028.
Can we keep our site and just fix it?
If it is on WordPress and reasonably modern, often yes. The readiness scan tells you in writing which way costs less, and we say so honestly even when the answer is that you do not need a rebuild.
Who owns the website?
You do. Hosting and domain in your name, in the US, and the admin login is yours. There is no lock-in of any kind.
How do we pay a vendor outside the US?
Card, ACH or check against a USD invoice, or a purchase order if your finance office prefers that. We provide Form W-8BEN-E for your vendor file.
Can you guarantee compliance?
No vendor honestly can, and you should be wary of any who says otherwise. We build and test to WCAG 2.1 AA and WCAG 2.2 AA and give you the audit report as evidence of what was done. The filing and the legal position remain yours.
Tell us about your website
The more you share, the more exact the written quote. Every field is labelled, every error is announced, and the whole form works from the keyboard.
The ADA Title II enquiry form is being added here with Ananyoo Accessible Forms.
Till then, please write to us through the contact page with your website address and the name of your entity or district, and we will look at it and send the written quote within one working day.
